Im curious if you or anyone knows what the laws are regarding this? I have tried to do a search but didnt turn anything up.
Does the department of labor cover anything about not being permitted to return calls about your child?
Does the state really cover anything about having to have direct access to a parent?
If possible, I would like to get any info I can together to show the mom so we can come up with a solution.
This is Iowa's law. We MUST have numbers where the parent can be REACHED. I can't have a child in my care who doesn't have a parent that can be REACHED.

♦ Emergency information including, at a minimum,
    • Where the parent can be reached,
The name and telephone number of the child’s regular source of health care, and
    • The name, telephone number, and relationship to the child of another adult available in case of emergency.
♦ A signed medical consent from

You don't need to worry about labor laws. Just tell the parent that you are required by law to have a number where she can be REACHED. Giving you her bosses number isn't working because she can't be REACHED with that number.

I wouldn't worry about labor laws. I would simply tell Mom that you need to be able to reach her. Ask for her direct dial number; if she is unwilling to give it out, and you don't want to lose the client, tell her that you will be going immediately to the back up. Personally, as a mother, I would have a very hard time in the situation your client appears to be in. Try to find some way that you can both be satisfied, and neither one of you lose a job.

If she feels that her employment is threatened because of her situation at daycare, you can bet she will find different care.
