Keeping a child indoors at all times is akin to neglect IMHO.

He could try lightweight, long sleeves on the kids or better yet, you could have your playground area sprayed and have the bill sent to him.
The parents are not married, nor do they live together. You can tell the dad run things by the way he try to correct the mom when it comes to the boys in front of me. I forgot to mention that they both enrolled the boys and yes I told him that we are required to go out. He told me he is going to keep them from going outside at home as well.

Hmm, the two ladies above me make good points. Could you ask him to take the children to the Doctor to see if it might be something else? "Humor" him. Or, type up an information sheet that has tips for how to keep mosquitos off of children and encourage him to give that sheet to DCM as well. Put it back on him.

Keeping them inside would be punishment for everyone. There are certain children in my care that I would have to term if I was "banned" from going outside by their parent.

It sure would and I am not willing to negotiate my outside time!! If anything since the weather has been so nice here, I was thinking of spending more time outside!

Let them pull the kids, they will go to another daycare that will tell them the same thing. It is a law that kids have outside time. It is also a lot of work to find a new daycare they are willing to go through all that again let them have it. Good for you for standing your ground. Chin up it will get better.

Advertise your britches off and don't even let this glitch worry you. Coo coo-

Always a great plan! The more time we spend outside, the better the children seem to behave.

I actually put something on my business Facebook page about outdoor time. Let me scour through status updates and try to find it to post here.

ARE they the only ones getting bitten? If so, it COULD be happening at mom's house, or it could be that it isn't mosquito bites (as previously mentioned).

If you DO actually have a mosquito problem (and who doesn't?), then I would spray the yard. I use Cutter Bug Free Backyard every 3 weeks, and it does a great job of keeping bugs down (spray everything you can reach, up into trees, on the house, everything. Or, you could hire a pest control company to count mosquitos and see if you really do have a problem.

I also like Pinhead. What's not to like? I don't use it during daycare but occasionally joke around with my family and use it.
