My son goes to a center type daycare 6 hours a day. He has had scabies for about 2 weeks before I realized what it was. I told his daycare, but they are not informing the other parents. Is this normal?

If this happened in my care, I would be required to post it for all parents to see for 30 days- Flag

Scabies is a parasite so yes, other parents should be informed. (at least here)
There is a lot of decon that has to be done with this.
**edit - new regs say if two or more kids get it parents are to be informed ***

Scabies is an insect under the skin, similar to how louse are.
My son had it and then had an allergic reaction. He got it from a DCK. I had to close for 2 weeks, per regs and I had to make the parent who's child had it and they refused to have her treated, leave the DC permanently.
It was EMBARRASSING to have to disclose to the parents "a kid" had scabies, when it was very obvious it was my son (he has scars to this day from the severe reaction and he is now almost 7), but I had to do it anyway.
A 9 month old baby should not have gotten this, but when parents bring their kids to daycare without a care in the world and no one knows, that's a problem. It's a BIGGER problem when staff knows and refuses to disclose. It is NOT normal that they don't tell the parents.
Sorry you are going through this. It took weeks to get rid of it all and everyone had to be treated.- Flag
