Looking To Open A Child Care Center In A Mall In Pennsylvania

I am doing research to open a child care center at our local mall. It is going to be a regular day care and preschool with drop-in child care services for shopping/going to the movies. The city that the mall is located is in desperate need for a child care center so I'm confident that the day care will do well. I wanted to put it in the mall because its more convenient for many people, especially mall employees, and it would be more appealing to parents who want to drop their kids off while they shop or go to the movies. I'm going back and forth with putting it in the mall because there are no windows and I don't have room for an outdoor play area.

Does anyone have tips or suggestions?

A long time ago when I lived in R.I. there was a mall in Mass who had a childcare in the mall . It did not last very long , maybe a little over a year .
