Problem With Son Pulling Hair At Daycare

Help!! My son has been in day care since he was three months old. He is now 23 months. He has always been relatively well behaved and loved daycare! Just today when I was picking him up at end of day, they pulled me into a "conference" to tell me my son had been yanking and pulling kids hair all day, up to 7 times, for no apparent reason. They continually put him in time outs and then finally moved him up to the older toddlers room towards the end of the day. I am not sure what has brought this on, but I need help on how to discuss (right, with a 23 month old) with him or try and figure out why he just all of a sudden started this.
    can someone offer any advice?

Advice number one, find out rules on time outs. Time outs cannot be used here for children that young. Do they say if it was same person who he kept pulling hair, also how many children are in this room? I have had one hair puller that young but it was just because it was hanging in her area and she didnt do out of meanness, i think just to see what happened??
