We live in a small rural town. When my son was that age, he was mowing 5 lawns every season, using his bike to pull the lawnmower. My kids always worked from the time they were 13/14, babysitting/lawnmowing, etc.

Is there any type of public transportation he could use to get places? When my son was that age he used to go to the golf course for the day. He would either take the bus, or I would drop him off before the daycare kids arrived for the day, and he would hang out there all day a couple of days per week. We bought him a pass for like $250 or so that allowed unlimited use of the course and range. A lot of the kids from the local HS golf teams did that, and the adults around the course would look out for them.

My daughter did the same type of thing, but at the pool.

ditto this, except we have a van pool set up.... the boys go three times a week. The golf coach has even taken the boys home twice.

My husband has one day off during the week now, so he goes with them on his day off. The golf course is super strict on their rules and expect the boys to learn to act like gentlemen.... I love it!

I actually have teen girls right now but when my boys were teens, they did a lot of sports in the summer, we have a park nearby, and my hubby was always their baseball coach and our parks have activities too.
The park would take them places like water parks and Knotts, etc.
They would also go with us on field trips( we have two 8 passenger mini vans)
They did some lawn mowing for extra money and did things with our church several times a week.
They were so busy and happy.
check with your local church and ask or teen center.
When they got old enough to drive , they got jobs at the water park and made good money.

Just read that you have no way to transport!!
also a few things they can do at home could be web design (like your daycare website, you can pay him) or have him be the payed "athletic director" for your daycare. or have him clean or cook for you...again payed very well,
that's all I can think of right now
