Does anyone have any resources for opening a home daycare for adults with special needs in California?

What are the laws and requirements as far as licensing and (ratios?) go?

Is there state assistance for families who need care for their adult children with special needs?

Insurance?

My mom is interested in opening a daycare like this and I want to help her gather information and see if it's do-able.

She has been working with special needs adults and children for over 30 years in a professional setting.
