Speech Delay

I have a 2.5yr old dcg who I feel has abnormal speech. She stutters a lot and tends to slur her words. The best way to describe her speech is that it can sound like a deaf person speaking and is extremely hard to understand. She also repeats a lot instead of coming hp with her own sentences. She has had this issue since starting with me and I have pushed for a SLP but the parents are beyond not interested because the pediatrician says its nothing to worry about

Any idea what this could be? I have searched online but am coming up short.

Not entirely sure, but my daughter who has Childhood Apraxia of Speech, sounded like a deaf person trying to speak for the first few years. She also has word final disfluency which is a stutter that occurs at the end of words.
