MO Providers--Daycare Licensings Regs On Going Outside?

Someone on another message board (a parent) is complaining about daycare taking her 3.5 yo outside today for ten minutes when the high was 20 and it was snowy. I would like to find the licensing regs for her so she can see if they are required to or some such thing. Anyone have a quick link to that info?

    Missouri regs

    Page #25

Our regs state that "a total of at least one hour of outdoor play for children in attendance a full day unless prevented by weather or special medical reasons. Based on wind chill factor or heat index, children should not be exposed to either extreme element."

    The website is: www.dhss.mo.gov

I use the chart on this site for weather. It is exactly how I did it before I knew about the chart.
