Call your analyst. I'm in CA too and so I wrote an email to mine to get clarification and I was told that licensing wasn't going to do anything different other than what they already do (blue immunization card, having the form filled out by the doctor saying that they spoke to the parent to discuss the risks and benefits of immunizing in order to get a waiver etc).

No problem but make sure you talk to YOUR analyst because as we all know it really depends on what your office is going to do KWIM? And this could mean that things can change at any time, licensing could decide that they're going to enforce the new vaccine regs afterall.
And yes parents might not have to worry about issues with enrolling with daycare but they'll have issues in school. I vaccinate my kids but I don't think that families should be forced to do it. I think the whole outbreak at Disneyland is what gave this bill it's final push into approval, and yes it was mostly upper class educated families that weren't immunized.- Flag

I agree call your analysts because once again I was told something completely different.
Here is what I was told by the county. Licensing will not even answer questions about it here right now because they have not yet added into the regs. They will have you go to the childcare law website or call county.
so I was told that all children that are here now are grandfathered in and I do nothing.
once they switch schools, wither it be to a different daycare or kindergarten, they will have to vax their child. currently any child that does not vax as of right now (before jan 1, 2016) has to file form CDPH 8262 personal beliefs exemption to required immunizations before they can start daycare. They simply can not just fill out the back of the blue form.
children who are currently in elementary will be grandfathered in until they switch schools or promote out. so when they move on to jr high they will need to be fully vax before they can start school the following year.
so basically my understanding is that once you switch schools/preschool/daycare programs you will be forced to vax. The lady from my county said that when children change their co-existing heard they will be required to vax. Eventually everyone non-vax will be phased out of the public school system.
after jan 1, 2016 forms like CDPH 8262 will no longer be accepted for new enrollment and if a child is not vax they can not enroll until they start them with proof of treatment plan to get up to date from a licensed physician.
children with conditional exemptions will also be required to provide documentation from a physician why and they will only be temporary.
SO yes, I would call your county health coordinator and licensing to see what they will do/say about the changes.- Flag

This is just my opinion but, I don't think that CCL will do much in the way of enforcement. They don't seem to have the staff to enforce either of the new vaccine laws. (For staff or children). The River City office only conducts visits once every three years to check on licensed facilities, and fees are up again this year. The CA legislature passed these new laws but I didn't read anything about them giving money to community care licensing to ensure they are being followed.- Flag

So then we'll be too scared to have clients with incomplete or no vaccines and we'll deny them from enrolling. That's how they'll enforce it
And yes Daycare, everything you put up is what is required right now. That new reg about needing that form signed by a Dr started Jan of this year. Starting next year the new law kicks in and exemptions will no longer be given unless you get an exemption before Jan 1st.
There's a lot of confusion too I think because it's two different departments. The new regs are through the California Department of Public Health so it will probably take a bit before our regs through the Department of Social Services get updated. The Departments don't "talk" to each other so just because a new law passed licensing doesn't actually "enforce" it until their regs get updated. We'll see.- Flag
