With toddlers I usually do all the cutting and prep work in advance and let them glue the items on or add beans or pom poms. Putting stickers on paper, finger painting, gluing tissue paper or googly eyes or water colors. My little ones (20 mos. - 2 years) do great with our crafts, I just do more prep work like adding colored dots where certain things should go or plan projects that they can decorate or complete with little instruction (decorate a fish or paint blank paper).

Cut a butterfly, flower, or other desired shape out of a paper plate or white card stock or construction paper. I'll be doing strawberry shapes soon.
Fill tip-over proof containers ( like yogurt containers) with water. Sprinkle dry unsweetened kool-aid on the shape and have the children paint over the dry kool-aid with water. It's A wonderful experience to watch the bright colors brighten, and it smells so great.

paint a shape with two colors to make a new color such as red/yellow or blue/yellow.

Placing "dot" stickers ( office isle) on a paper plate.

Gluing on shapes using a paint brush dipped in glue that's in a yogurt container. I have some flower punches for flower shapes they glue on a green piece of paper in the Spring.

A cute winter project we did this year was to take light blue paper, white paint with glue added and glitter, pre cut out circles, carrot, hat. Kids painted and placed pieces on the painted paper. This was a melted snowman!

I use paper plates a lot. Did a bird a few weeks ago. Cut small plate in half. Add glue to blue paint, kids paint plate add feathers (they will stick because of the glue) an eye and beak. Easy and cute!

Color on a coffee filter, lay on a paper plate, wash over the colors with a paint brush and water.....watch the colors run and mix. Let dry.

We print on cut out seasonal shapes often with various items from around the room or special brushes dipped in paint a lot. We did a bunny in the spring for Easter and in April an umbrella, or wheel paint with cars and then drive car/truck over the paper for stripes, or paint a paper plate orange and add a stem....instant pumpkin!

Also, placing neon dot stickers from office isle on a half sheet of black paper looks cool!
