We're also TV and battery free here.
I wouldn't make a big announcement (why invite arguments?) but when asked to watch TV I'd just say "No, the TV isn't going on right now" then leave it at that. If/when asked "Why" I'd say "Because it isn't" or "Because it's not TV time."
Taking it out right away is a good idea, and if they ask why it's gone, simply say "Because it is" or "Why do you think it's gone?"- Flag

Taking it out of the room would make it so easy. I can't do that, as our living room is part of my daycare area. The playroom and dining room have no TVs though. We had one in the dining room long ago, but I found it kept us from talking during breakfast and dinner, because DH and I were watching the news.- Flag
