    How to Address Inappropriate Behavior/Sayings

Today my sister was over after lunch. One of the 4 year girls at my in home daycare came up & said this to her Childtalking in normal tone)"hey can I have your phone?"
    Sister:"why?"
Child:"because I want to take pictures"(leans to her & whispers)"I get to use my mom's phone, she pulls down her pants & I get to take pictures of her naked"
My sister immediately told me this & we both were in such shock that she said this. Knowing her mother & her previous "jobs" I can 100% see this being true. Anyway I have had problems with this child showing others her private parts & telling others to show her theirs. Private part showing has been addressed & talked about but how do I talk to the mother about what she said. I really need some help as I have never dealt with this before. I do not want any other incidents happening with this, I don't want other children or my own to start talking about stuff like that or to think that is okay. Thank you!!!

Wouldn't that be some sort of sexual abuse? Having your child take photos of you with your pants down??? I'm not usually one to scream child abuse but my goodness that sounds like it deserves a call to CPS.
