If your sponsor makes a mistake in paying you what they should, you are entitled to be paid. Tell the sponsor that unless you are paid for that week, you will make a complaint to your state agency that oversees sponsors. The sponsor will be forced to pay what they owe you.
It sounds to me like that week was unpaid because the provider forgot to record attendance. Without attendance records, my sponsor won't pay, and that would be on me, not the sponsor.
