Dcm should have arrived at 9. Didn't call. I messaged at 10 if kids were coming. At 11 we left to go to park and my kids end of summer carnival that I wouldn't have been able to attend if this family had shown up. It's in my handbook that parents have 30 minutes grace period after scheduled time to arrive. And that I need to be notified in advance or different drop of times. So at 11, as we are leaving she messages that two kids will be dropped off later (no specific time) and her bf must have kept baby and May or not bring her later. I responded 'sorry we have left for today and will be back around 2'
Should I feel bad?

I work with my daycare partner, both of us full time. We open at 8 and ask that everyone arrive by 9am because that is when we can really start the day - activities and outings. Some parents have gotten later and later and I do not wait any longer. It's happened a few times with a couple differnt familIes that when they've arrived I've already been gone with the preschool children and only my daycare partner is home with the infants. She lets them know that I've already left so their preschool age child is welcome to stay home with the infants but has missed the outing.- Flag

I agree, I wouldn't feel bad! You tried to get ahold of them and waited around for an hour. She can't expect you to take the kids whenever it's convenient for her, especially when you made the effort to contact her and you had plans.
Did she message back or bring the kids?- Flag

So sister tried to drop kids off at 1:30 and gave my husband an attitude when he said no they couldn't stay. I had already told dcm I'd be back at 2. I pull in at 2:05 and she is at the stop sign at end of my road and waves for me to stop. I pullover about 25ft past her car just to see if she was trying to get out to talk to me or if she was turning around...no! She literally opened the door and let the kids run to my van. I'm still in shock!- Flag
