    STARS, QRIS or Whatever It's Called In Your State

    I know there have been previous threads about this, but my question is, do most/some/depends states allow a provider to opt-out of these programs? If not, are there "penalties"? If you flat-out decide not to participate, would you lose your license?

    I'm not looking to rehash this topic, I just couldn't seem to recall this....

    In TN, by law you have go through the FCCERS-R assessment annually and this is primary component on the report card. You may choose to not participate and have N/P put on the web but when a client clicks on your name it will still show the star you received for your initial assessment (which I think is crazy; why n/p if you still have to complete the assessment?). I WOULD LOVE TO BE ABLE TO OPT-OUT OF THE ASSESSMENT part of the report card but the other components are null and void if a provider does not score at least a 4 on the FCCERS-R (FCCERS-R carries too much weight) Hope this makes sense!

      I'm in Kansas, and honestly, I had never heard of STARS before I started coming to this forum. If we have something like it here, it must be an opt-in that I have managed to not hear about...

        It just depends on the state that you live in.

        Here, it is not a requirement to participate to become licensed, but I did hear that it may be in the future. Our state's website also lists the number of stars that each provider has and if you don't participate, it's just an empty star.

          Here it is voluntary ( but I feel it will become mandatory for all soon). But if you accept state subsidy you will have to participate and register by Jan 2015 or no longer qualify for subsidy payment.

          I also want to add that unless you are credentialed you can not get above a 1 star rating. Cred level 2 =2 stars , etc...

            I think it depends on the state. In WI we can choose not to participate in YoungStar but then we can't accept state assistance payments. I haven't had a family on assistance for almost 7 years and can count on 1 hand the number of inquiries I've gotten in that time so it's no skin off my nose not to participate.

              In my state, you can opt out but you cannot accept state subsidized children. You CANNOT.lose your license.
              The only "penalty" otherwise is you are also left off their list of "quality providers", officially.

              Unofficially, I was audited for a YEAR'S WORTH of attendance records for my state subsidized reimbursement because I opted out.

                Here, we can still take state subsidized children if we don't participate, but if we do participate, we get more per child.

                  In MN QRIS is optional. However, in order to accept state assisted families you will eventually HAVE to participate in QRIS.

                  My coach told me that eventually eventually it will be mandatory for all providers but that's a few years off yet.

                  One thing I have noticed is if you go to my area Child Care Resource & Referral page and search for providers, the ONLY ones they list info for are the ones participating in QRIS.

                  Also, providers who do participate in QRIS are given scholarship money to offer to parents that choose your program. This funding is ONLY available to parents using a QRIS participating program.

                  I've also heard that parents are also given some sort of additional tax break for using a star rated program.

                  As a participating provider I am also reimbursed 20% more than the state normally pays to providers for state assisted families.

                  So...it isn't mandatory here but they sure make it hard NOT to participate....kwim?

                    We have a different rate for each star received as well. We have to participate here in order to maintain our license!

                      I haven't heard of the tax break yet, but I could see that taking place here as well to force clients into licensed/QRIS participant daycares...another way for powers that be to govern/control FCC. I feel this is the underlying issue anyway...CONTROL!

                        I haven't heard anything through official channels, but my bet is that someday YoungStar will be required for licensed programs. When that day comes I'll have to decide whether I want to continue in my career or not.

                        I forgot to mention that in WI you can send in your paperwork and receive no higher than 3 "stars" or go through a formal rating (work with a technical advisor then be visited by a rating specialist) to possibly be rated up to 5 "stars" - everyone who goes through the rating gets a $500 grant, but you have to spend it on things your TA approves of.

                          In my state you have to be licensed.
                          To get to the QRIS level I here, all you need is your license, !
                          So it's stupid not to participate.
                          To accept state voucher recipients, you are required to participate, but possibly soon we will be required to be at a level II to continue receiving state voucher.
                          EEC actually had the dead line to become a level II in order to continue receiving stat voucher, last July? SEIU won the majority vote, to begin the bargaining agreement, and the July dead line was dismissed without further notification.
                          Oh, the higher QRIS level we get to, the higher the state rate applies here too.

                            I used to think we had a chance of getting QRIS written out of the law here but after being on this forum and seeing how it has expanded across the U.S., I know now it is bigger than ever imagined....I only see it progressing forward, no moves back!

                              Wonder if this varies county to county? I haven't heard of it yet

                              That will further set providers into two groups because the unrated ones may have to keep rates lower in order to get enrollment.
