I'd also stop by the police station and ask for advice on how to handle it. This way, you not only get their good advice, you also let them know what's going on and who is doing it. They may suggest that you file a report; you can do it right then and there. If there is any future trouble, they'll already have an idea of what's been going on. You may find out that she's known to them. Maybe the previous owners reported her, too!

If animal control comes a again very politely say I am sorry you had to make a trip. Our neighbor has some problems. You are welcome to stop by an look in our yard at any time if you want. Then tell them how you care for your dog and what she does when your dog goes outdoors...
You may need this support in the future. They will get tired of her calls.It:: will wait

Try to keep your dog as far away from her side of the yard as possible. She sounds a bit off her rocker. No telling what she might do. She could throw a poison treat to your dog to get rid of it. Begin document all encounters... if possible get a camera and on your house so that you can see all of your propery (maybe some of hers too) incase she pulls something you will have proof.- Flag
