That depends on a lot of things. Are the changes big? Why are you doing it? Do you want to tell them why you're doing it? How much notice are you giving them?

my current hours are 6am-5:30pm Monday-Thursday. Friday 6am-5pm.

I want to close at 5pm from now on (mon-fri), so its not a big change.
I plan to implement it next week. it won't cause much of an issue since more of my DCF pick up before 5pm.

How about just something simple like

Dear DCF's

Beginning on July 2014, the child care will be closing at 5:00 P.M. This change is non-negotiable and care after 5:00 will no longer be available. If this change will not work with your schedule or care needs please let me know as soon as possible. Thank you!
