Daycare Rules for Unlicensed Daycare

I have been running an unlicensed daycare in my home for over a year now and we do not have to be licensed in Ontario, however there is talk about the rules changing to be similar to being licensed, where you can only have 2 under 2 and 3 under 3 and this includes your own too..can anyone in Ontario give me some more information on this and when it is coming into affect?

It is my understanding that Bill 143 has been set aside until after elections.
