As far as transportation, we have NO freedom there. EVERY trip must be signed by the parents with the date and time. The only exceptions are
    1. driving back and forth to school-parents can sign a yearly permission for this
    2. Regular trips, say an every Wednesday morning trip to the library, the parents can sign one form that includes all the weeks.

As others have mentioned, reading the Technical Assistance to the rules was a huge help for me.
    Good luck!
My licensing consultant said that same thing. I can have parents sign a "regularly scheduled trip form", if, say, I drive to the school every day; to be updated yearly. And yes, every other trip needs parents signature individually.

As for the basement, mine is a daylight and within height regulations from the ground up, so I did not have to build stair to go up and out. You may want to just wait and ask your consultant. You won't get written up if they decide that you need the stairs, you would just need to put it into your learning notebook and then prove you did build stairs if they decide that you need to.
