    CA Bill Proposal

Okay...Yesterday I posted about a bill that proposes some changes in Ca for licensed family daycare homes and centers.

For anyone interested in reading it here's the trailer bill....

Page 87- shows an increase to license fees going up another 10% NOT 5x!
Page 105 SECTION 25. Section 1596.99 of the Health and Safety Code is amended and (c) discusses penalties on citations & proposes them to be 5x the annual fee.

Bottom line... As long as a provider stays 100% in compliance, it won't be a big deal! Good luck on that in CA!!!!!!

Thanks mom2many! This is all very interesting.
When licensing first issued the new policies in 2010, my initial thought was "good"! Cut down on the people that are just getting licensed to make a temporary buck. Kwim...the people that can bring the reputation of fcc down by not taking this job seriously.
However, what your saying I find to be true. Too many inconsistencies with new regulations, allowing licensor's to set standards as to how they interpret.
It's funny because a while back, I started to wonder if the state was deliberately creating such an obstacle to deter fcc to continue, and hopes to gradually phase fcc out. Then when I discovered this forum, found that others felt exactly the same way.
In my state the Union has become part of the state funded subsidized care. We are not allowed to vote on this like most Union involvement. If you take subsidized care then you are under the Union contract.
With what your saying, I'm actually hopeful the Union can help. Cause the risk of a licensor just having a bad day is starting to worry me.

 I am not going to beat a dead horse because I think everyone on the forum knows where I stand when it comes to what is happening to family/group child care on local/state/national levels, but just letting you know I feel for ya. It started here in 2002 and hasn't let up yet. I worked on the positive side in the beginning hoping it would be a good thing, but just didn't happen. Many providers and I have rolled with the changes but we are down to less than a third of programs from when this hoopla started. I could take my degree and go to the school system but I don't feel it is much better there and I got to bring in some income so I guess child care is where I will stay....until the powers that be run me out of business.
