I give each family two weeks' vacation from daycare each year. One week is equal to the number of days their child attends daycare. So a child who comes two days a week gets four free days per year (for example). All of my families are PT so I'm not giving out more than 6 days free per year per family.
There are a couple rules. They have to give me 2 weeks' notice before the vacation time is used. They can't use it retroactively for illness. They can't cash it out for money or roll it over into the next year if unused.
They get their days, but that's it. When they are used up, they pay.
Ditto, but they only get one week's worth. And they have to give me one week notice.

I don't charge for my own vacation weeks so my dc parents usually schedule their own around mine. If they opt to take their vacation at other times, though, they pay.
