New With Some Questions

I'm not sure if anyone here can help me or not, but I thought I'd ask. Here is the situation: A family member of mine is due next month. She is 22 and single. She works, so she'll have to put the baby in daycare. Does anyone know of a program that will help pay for daycare? I've heard of ccms, but was not sure exactly how that works. Is there a waiting list for that here in TX? She only makes $1668 a month before taxes, so how much would she pay for daycare? Are there any other programs she might qualify for? Thanks.
