Why was the child accepted into care today without a Dr note?

Can't pick up? That's not an option. It's their child. Call them back, tell them they have 30 minutes.

If they don't show up until pickup time then have your term letter typed up and their stuff packed.

This here.....additionally, try to remember your child was already exposed so even if mom had picked up or not dropped off the next day, you still need to keep an eye on your kid for symptoms. (many illnesses spread up to 2weeks, even a month (such as Roseola) before symptoms present so your kid was exposed BEFORE you noticed the cough)
