I would capitalize, underline, and/or bold print a word for very important things that can be miss understood or where the "Not" or "is" can be 'misread'.
Example:
The child care home is NOT responsible for any lost, stolen or damaged property.
The child care home is NOT responsible for any lost, stolen or damaged property.
The child care home is NOT responsible for any lost, stolen or damaged property.
The child care home is NOT responsible for any lost, stolen or damaged property.
But I usually underline and bold the section titles and subsections for formatting purposes. So I usually just capitalize an important word and save underlining or bolding for reminders or disclaimers that say "Note:" or "Remember:". Because if you over use it it kinda looses its urgency- Flag
