I'd call CPS . And quickly. Do not delay. Both of these children are in serious danger.

Yes, CPS will check hospital records and personally I can't believe a doctor hasn't already reported.

If I didn't report as a mandated reported and something happened.... I would be morally and legally in serious trouble.

      Call. Them. ASAP.

I made the call to CPS and then wrote the thread wondering if the consensus was as strong as I thought it would be. Was informed that unless I was witness to actual neglect or abuse it was just hearsay even if the parent is telling the story herself. I can only hope that the hospital called also. They are also mandated.
        I see little people.

I can't believe that even if a parent admits to something happening that it's hearsay... unbelievable!

ETA: Does this mean that they will not investigate?

I would like all NYS providers to know this is not true here. I actually have to testify in court on a case (personal not business) for Cps. I am allowed to testify to what the child and the parent told me and it isn't considered hearsay for either one of them. The lawyer for the state told me this herself.
This man told me what he wanted to do (and did)to harm his child and I am allowed to testify to what he said directly to me.
I'm not sure where you are but that is just sad.

If you are unsure if CPS will take it seriously or not, ask your licensor if they think you should call. I would at the very least document anything she says happened to her children when they were in her care.

But remember, as a mandated reporter, if you are aware of the situation that is happening and she does get in trouble and the state finds out she told you about everything flat out on multiple occasions and if you didn't report it and someone else did, you could possibly get in trouble as an accessory to child endangerment or neglect.

I honestly think you feel bad for her and are feeling guilty about turning her in but remember, your job is not to take care of the parents- it's to take care of the children and making sure they are safe both at your home and at their home.

If you believe she needs help and don't want to call cps maybe suggest she go to a parenting class or even a child health and safety class.

I'm sorry what? So if someone says "I was so mad, I smacked the crap out of my kid" that is hearsay? What? What? What?
"I fell asleep and left my child to wander the neighborhood". Not reportable neglect unless you SAW the child wandering the neighborhood with your own eyes?!?! What? What? What?
OP, I would call CPS back. This can't be correct.
