I limit.
I have them use both sides of the paper before getting a new one. Plus with any cutting projects, I have them put the scraps (reasonably sized) on a tray to be reused. The tray is always open for free art. Whole pieces of construction paper are not, though.
I had a kid who would just sit in the art center every morning and make paper airplane after paper airplane...8-10 of them in one sitting. He wouldn't decorate them or anything, he'd just fold, toss to the side and start on another. At the end of the day his cubby would be overflowing with them. Both mom and me agreed he'd be limited to two a day.
