Starting daycare center

I am thinking of starting a small child care center in Wisconsin. Small being 24 or fewer children. While going over the staff/director/administrator rules and regulations, I want to know if One person can be the administrator/director and kitchen staff. Or do you have to separate people in those positions?

I am not sure but I think if you work in the kitchen at a center I think you have to at least have a food handlers certificate (may depend on state).
