even the parents don't know what to do. She wants to be held and played with all day. But I don't do this and neither do the parents (she's the 3rd kid) how can I fix this because she is driving the others crazy. One minute she's fine and next she is crying hysterically and nothing is wrong with her.

Sounds like she's tired! Place in crib,walk away. Nap time! I have all children in my care on a good schedule.Under 18 months take two naps a day. I also discuss the importance of sleep with all my daycare families.
I have found it is almost always tiredness that makes kids scream like that all day.- Flag

Assuming that she is napping, eating well and in good health, I would ignore the crying. Go about your business. Yes care for this child, pay attention when needed, make sure needs are met, etc, etc. but after that, it is just about them knowing that tantrums dont result in attention. If you cannot wait this out with them then you will have to term for excessive crying.

she naps here in the afternoon (she comes at 1pm) so no issue with nap time. Sleeps all night too. Yesterday I put her on a spot to cry but she keeps following me around screaming, its crazy it just started 2 weeks ago.- Flag

Can you give her a comfort object to cry to? A bear or something that can "listen". Something like "it hurts my ears to hear you cry, but Teddy doesn't mind one bit. You can hold him and tell him all about it". Then walk away?- Flag

If it only started two weeks ago, I would ask the parents about getting the child checked out medically. It is possible (maybe even probable) that the little one is spoiled, but I would feel horrible if I assumed that only to find out they are in pain.
Bad tooth, ear infection, something stuck up the kiddo's nose, or in an ear, undiagnosed bone fracture (this happened to me once with my own child), bladder/kidney infection.... so many possibilities.
