    Screaming Toddlers

I have had this issue in the past but its been going on too long ugh...
I have 2 21 month old boys and they scream in a high pitched voice ALL THE TIME..Its starting to grate my nerves ...they do it when the other or another child bothers them, bumps into them, pushes hits yells anything! I mean its soooo drama filled and I have no idea how to make them stop ...
I have repeatedly told them NO directly after they do it...
    I have screamed back...
    Put them in time out...
    Ignored them...
Used positive words such as " OUCH, that hurts my ears and made sad faces ...I just feel like I've tried everything...

Then sometimes they do it cause they think its funny. Been going on over a month now, any other suggestions?

I think it is some just their age and some because they don't have the words to express what they are feeling/wanting. At least it is that way with my grandson as he does random screaming. My daughter said he stood in the middle of the store aisle last evening and just belted out a scream for no apparent reason. She figured out that he must be tired finally. He also did it in the car the other night when I was riding with them because he dropped his toy. We're just trying to get him to say 'help' or 'toy' or something to help him express himself. He'll be 3 in November.

It is especially bad when you have two about the same age who feed off of each other.

I hope someone has some suggestions cause I'd like some too.
