Help with a 20 month old that can't say one word

Does anyone have any advice on this?
I know children develop at different rates and not every child is going to be doing what others their age are doing at the same time and my pet peeve is when people compare children, however, I also know that their are certain milestones that children should reach in a certain amount of time. With that said, I have a 20 month old at my childcare who cannot say one word. Well, I have taught him to say and sign more, but it's more of him saying "mo". All he does all day is scream whether he's happy, sad, mad, it doesn't matter what kind of mood he is in or he is saying "ah" to everything and it's always very loud! He does play quietly, but not very often. He is also very aggressive and I have been working on using nice touches and showing him, but again, he just screams when I show him and I'm not sure if he even hears what I am saying because of the screaming. At first I thought that he may have a hearing problem. In the past, I have had children who were not talking at this age and come to find out, they couldn't hear very well and when they got tubes they all of a sudden picked up on words and began talking, but whenever I tell or ask this child to do something, he does it (if he wants to of course) so I don't think it's a hearing problem and if you call his name he will look at you.

His mom and dad have said something about their concern on him not talking and I have said "oh one day he will start talking and probably won't stop" and I have also told them that I wouldn't be too concerned until he's closer to 2. Well I have been doing some research on this and most of the information that I have found says by 18 months children should be saying at least 20 words. He can't say anything, but the "mo" and his mom even commented the other day that at least he says "more" now.

Does anyone have any experience in this or know anything about children and speech? We have a program here called 0-3 (I think that's what it is called) where someone will come out and observe children to see if there are any developmental delays, but I'm not sure if I should suggest this to his parents?. Or should I wait a little longer to see if he starts talking? I don't want his parents to feel bad, but at the same time if the information that I have found is correct, I wouldn't want the child to be too far behind either. Or should I just not say anything and let them do things their way as they have seemed concerned, but at the same time are thinking that he will talk soon?

Yes, every state has a birth-3 program and it wouldn't hurt to get the evaluation. He can start getting the help he needs to communicate with therapy and signing. I wouldn't rule out a hearing test either, there are different levels of hearing that can impact his speech. The evaluation is free and if nothing else it's piece of mind! I would not wait and it sounds like his parents would be on board

Thanks! I couldn't remember what the program was called. I didn't think about there being different levels of hearing either, it never crossed my mind. I think I will mention both things to them!
