Daycare License Requirement ?

So I got my license a few years back and I had to get a fence because my neighbors have a drainage ditch running through their backyard! It does not in anyway touch my yard, but is close to my yard and I needed a fence! In which I wouldn't trade in a million years now, but I am mad because I was talking to a lady down the street who told me that she had the county come visit her because she wanted to get her daycare license! Well her back yard is bordered with a drainage ditch and our licensor told her that it is a natural land border, she then lives basically in the middle of a corn field, has a walking path down the one side of her house and two ponds on the other side, our licensor told her she DIDN'T need a fence! WHAT?!?! I am mad because my fence cost a good penny and I don't see how the guidelines can change from house to house! She obviously should have to have a fence if I needed one due to a drainage ditch in my neighbors backyard! What would you guys do or think!?!

I am required to have a fence period, not even hedges count anymore. I would think that is very wrong, especially with water nearby.
