    This entire document has little clues, hints and references that basically tell you that providers who serve families using CCAP will receive grants, assistance and a higher level of rating.

    One of the BIGGEST things they are pushing with Parent Aware is the necessity of family and community relations and in order to lure providers into participating in this QRIS process is to award them grants.

    Part of every grant application is a question that asks if you have any children in care who receive funding from CCAP. (priority in receiving a grant requires serving families receiving CCAP)

    Another link is the fact that points are awarded to providers based on certain criteria. The number of points a provider receives dictates how many stars their program will get. You get points for serving families on CCAP.

    How anyone does NOT see the connection is beyond me.

    However, I do have it somewhere in writing that CCAP and Parent Aware are directly connect so when I find it, I will post it.

    Your FB friend who is insulted at the notion of the connection is further cementing the fact that it IS just by her reaction to your question.

    I have an e-mail somewhere too from my PA trainer/coach telling me that I won't qualify for the Building Quality grant they are awarding for participating in PA unless I have atleast one family using CCAP.

    All of that was exactly what I was looking for! THANK YOU!!!!

        I haven't heard anything though about reimbursement rates being tied to the number of stars you have.

        ........as of yet.

          I think this is what our state is thinking-the more stars the higher the pay. We have a meeting tonight so maybe I'll learn more on this.

            ok, in our state, which Minnesota is using as a model, you must be WILLING to take CCAP kids, and you sign a contract agreeing to such when you apply for Youngstar.

            However, we set our rates, and must hold all parents to the same rate, so, a parent might not choose your program if you rates are higher than their subsidy. In the case of family childcare, the state only pays attendance, so many parents on subsidy are going to centers, because otherwise they'd have to pay their absent days out of pocket.

            If you are a 1-star program, it means you are basically two seconds away from being shut down, and they will not let you take state subsidy.

            If you are a 2 star, you take a 5% reduction in the state rate (or the state's portion of it).

            If you are a 3 star, the state will pay the standard amount.

            If you are a 4 star, you get a 5% rate increase from the state.

            If you are a 5-star, you get a 25% increase from the state.

            The union is volunatary, and in our state has been actively fighting for higher rates and against a lot of the Youngstar guidelines and CCAP changes, most particularly the change from enrollment based to attendance based for Family Childcare, and the lack of increases in rates since 2005.

            Each state is obviously handling the details differently. IN WI, education is a major component. In order to be a 3=star, you must have at least 18 credits in Early Childhood, a 4 star must have 24, and a 5 star an associates degree. For centers, the formula is a bit more complicated because they have more staff. We are also rated on curriculum, health & safety, and business practices.

            It's kind of ironic, because under business practices, one of the criteria for a "high quality" provider is that "provider contracts for time off of at least 10 days per year, 5 of which are paid"....but then, the STATE wont pay them under the CCAP.

              Just to clarify - Someone asked if other states that have a star system require participation in state assistance programs. What I meant was that there is no type of requirement that says in order to get a higher star rating you have to accept state assistance. But if you do accept state assistance then the amount you get reimbursed depends on the number of stars you have. Does that make any more sense?

                In Missouri we do not have STARS ( yet) If you are accredited you do get a higher reimbursement rate ( if they have the money)

                When there is s grant and they are few and far between you have to not take subsidy you need a certain percentage enrolled.
