Quick Q about Food Program

Anyone know off hand if you can join the Food Program if you are legally unlicensed in Ohio?
I'm trying to find the answer in black and white for myself, but if someone here knows already, that would be awesome.

from what I can find, you do need to be licensed *or* registered with an agency like Action for Children (which is the Frankling county one, I know there's something similar for Deleware Co and know nothing about the rest )
