Administering OTC Medication in CA

I'm having a hard time finding official licensing forms (if any exist) on getting permission to administer over the counter medication (cough syrup, etc). Does anyone know if such forms exist in California? If not, I have my own form ready, but I just wanted to make sure I'm not breaking any rules.
