Letter indicating upcoming changes to daycare's handbook/policies...

I know I'm a bit behind in this, but I am updating my handbook, changes will take effect the end of January instead of the first of January. It's only very few changes, so I am not re-printing the entire handbook...just writing a letter of addendum in numbered form the changes.

So my question is, would you put the most important change first and work down to least important? Or least important first to most important?

I don't want to scare people with the most important first and have them not want to read the rest, but at the same time, I don't want people to miss the last, most important detail.

    Thoughts?

Maybe list the changes in bulleted categories (headers)? That way they can still skim, but not miss the ones that apply to them most.

    Payment Issues
    Upcoming Closings
    Hours
    Discipline
    etc.
    - Unless otherwise stated, all my posts are personal opinion and worth what you paid for them.
