Roam Around Or Stay In The Play Area?

Kids are not allowed upstairs, stairs are gated off.

They have full access to the downstairs - playroom (all toy storage), diningroom (for homework or preK), livingroom (manipulatives and puzzles), familyroom (tv and toddler toys), breakfast area (meals, plus craft supplies), kitchen (for whatever reason they want to play in there).
