It might not be a bad idea to tell people ahead of time that if they no show the interview or are late without a call, that you will NOT be open to rescheduling.
This way they won't be surprised and think you are being rude when not wanting to reschedule.
You might already do this and if so, then it's just "too bad-so sad" for them if they no show.- Flag

BUT, after this last e-mail from her I crafted a document in Word to copy and paste into e-mails when scheduling interviews from here on out that lets them know that we do not reschedule without advance notice being given.- Flag

I would reply back:
"No, I do not think you are understanding me correctly, I will clarify. We will not be able to reschedule because you did not contact me in advance to say you would not be coming; regardless of the reason. I altered my plans and waited for you out of respect of our appointment time. My family time is as valuable to me as your job interview is to you. I appreciate your understanding in this matter. Have a nice afternoon."
