The only thing is I usually never hear from them again. This lady did get in touch with you fairly quickly after the interview start time. In that situation I MIGHT reconsider. I realize you didn't and it was a blessing though.
Only because I e-mailed her first.

I tell all interested families that they must notify me 1 hour prior to the appointment...either to confirm and get the address or to cancel. No call/no shows are NOT rescheduled.

It might not be a bad idea to tell people ahead of time that if they no show the interview or are late without a call, that you will NOT be open to rescheduling.

This way they won't be surprised and think you are being rude when not wanting to reschedule.

You might already do this and if so, then it's just "too bad-so sad" for them if they no show.

I tell them to let me know if they will be late, but I did not include a no rescheduling policy.

BUT, after this last e-mail from her I crafted a document in Word to copy and paste into e-mails when scheduling interviews from here on out that lets them know that we do not reschedule without advance notice being given.

We will not be able to reschedule because you did not contact me in advance to say you would not be coming; regardless of the reason. I altered my plans and waited for you out of respect of our appointment time. My family time is as valuable to me as your job interview is to you. I appreciate your understanding in this matter. Have a nice afternoon."

I even drew up a quick diagram to help ::::
            Ok, now that was funny.
