Should I Tell DCP To Wipe Child Better?

I'm not going to get into specifics, but I have a child who has a rash as a result of not being thoroughly wiped after the last diaper change (at home). There were quite a lot of remnants leftover. Should I say something to the parents? If so, how do I word it delicately so as to not offend?

I would not. A lot of times children fart and a bit of poop comes out. Even if their parent did a thorough job.

Problem solved! I said something to the mom and I believe it will be taken care of in the future :-).
