Too Many Kids??? Unlicensed?

Another thread just made me WONDER, what is the penalty for having too many kids as a legally unlicensed daycare??? So I guess if you had too many kids legally unlicensed you would then be ILLEGALLY unlicensed because you would need a license for that many.

So I guess my question is, what's the penalty for being an illegally unlicensed daycare??? Just WONDERING, I'm legit myself!!!
