I'm looking through my state's licensing regs (thinking about it...I know, I never thought I'd sink to this either :P) and under Indoor Playspace and Programming, for each age group (infant, toddler/preschool, school age) there is a requirement for "transportation materials and equipment" to be available. What the heck fulfills that, and am I just being dense?

Like I said, I don't know if that is exactly what your regs mean but my instructor used terms like the one you mentioned quite often and that was what she was referring to. It is from the NAEYC code of developmentally appropriate practice guidelines.
"All young humans must negotiate the transition from total dependence on others at birth to competence and internal control, including learning to regulate their emotions, behaviors, and attention."

It is funny wording. so you are not dense. What is it grouped with.??? if it is a list of materials like manipulatives and dramatic play the trucks and stuff is the answer.
If it is in a different area I would say ride on toys.... I would have said stroller or wagon but school age was listed also.It:: will wait

(h) Transportation materials and equipment.
