TONS Of Paper/Books Where To Keep Them All?!

I have lots of construction paper, blank paper, lined paper, coloring books, workbooks, magazines, etc. Where do you keep them all? Do you give the kids free reign over these or do you bring them out when you are ready for them to have them? I have toddlers right now, so they are not going in the playroom, but I like to bring them out when they are all in their high chairs and I can keep an eye on those crayons better!

I bought 2 IKEA boy's wardrobes and some white shelving that my hubby cut down to the correct width to make more shelves. It's all in there. Only I can get into it when they want to color/do art/etc. They all know it. And the knob is too high for a toddler to reach

I have a 4 tier sheving unit for crafts in the closet. Each shelf has 4 small totes on it. In each tote is something different. Construction paper in 1, foam paper and foam cut outs in another, paint in another, glue glitter scissors, pipe cleaners popsicle sticks, ribbon.... you get the idea. Crafts are in the closet out of reach and I just bring out the totes we need for each craft. I had glue and glitter accidents even marker accidents I don't care to repeat so this is why.

Crayon basket and coloring books & paper basket are accessible at all times. As are the magazine and workbooks baskets.
Dry erase basket and magna doodle baskets also in reach at all times as well as the other toys.
