I used milk crates for the kids when they were all about 22 months old. Took care of all of the dumping. I made them to heavy to dump.
I also used the costco laundry detergent buckets that have lids on them. then I only allowed stations to be open one at a time.

and so on.
We all moved as a group. We started out playing blocks and then when done, everyone cleaned up and moved to the next station. We just rotated through them a different way every day. No big mess and everyone was pretty much doing the same thing. I had to sit and usually start the process of it all. Then help the littles to build the blocks higher and etc...
these are some hard ages to work with all at one time...
