Do I Need A License

I have two children and watch two children. I do want a license some day but for now do I need one?
My son goes to school all day and I have all three (my daughter and two DC kids) at the same time only twice a week.
And if I don't need a license do I still do taxes and deduct the use of my property?

I don't understand the if you care for 4 or more. Does this mean all in one time? Oes it count if my son s at school all day?
