It's a skit from Saturday Night Live. "Debbie Downer" is a character who always sees the negative side of everything. People could be sitting around talking about something happy, something they are proud of, something exciting coming up, etc.... everybody is smiling and having a great time, then Debbie Downer brings up something negative and bums everyone out.
