3 Year Old Big Boy or Little Boy

I just started a 3 yr old who has always been babied and is the baby all this time. Mom and dad enrolled him here because he is now the big boy and would no longer get treated like a little kid, not get everything his way like he wants etc. He is a sweet boy and likes being big...but...plays the "I'm too little" card when it is convenient. We do table time where the big kids get time for playdoh etc when little ones nap. All kids must sit at table, but because he feels he is too little to get the playdoh out by himself (and I will not help him) he will cry for the entire hour and do nothing.
Wondering what approaches work best for this type of situation. My gut is that if he wants to play the baby "card", then I will treat him as such. he can play baby toys and do the baby things. when he decides he is a big boy, then he will get big boy priviledges.

I would look him in the eye and say, in a soft voice, oh joshy, I know it's hard, I guess you just aren't quite big enough are you? It's ok you can try again next time sweetie, I would then scoop him up and lay him down for 'nap'. I bet he will figure a way to get things done like a big boy. Lol
