How to Encourage a Child to Drink

So the DCB that I posted about yesterday that is an extreme eater is basically not drinking any fluids at all. I measured today and the child has been here since 8am and he has drank 2.5 ouces of milk. I feel this is the reason the child is over eating.

Any advice??

Problem is that he's 17 months old
Today I triedto have him drink first and waited about 15 min to see if he would drink, bit he refused and screamed. I did this before each meal and fed him less food then offered the milk again and this time he threw the milk. I waited another 15 min before giving more food. I felt horrible about the meal time and the last thing I want is to turn meal time into a battle
