Hopefully once Grandma sees the difference between her and other children, she will realize that this child has some issues and needs some help. Hopefully your dh will also see the issues and speak to his mother.

She is going to take quite a bit of time to undo the damage done by neglectful parents.

Her mom said she has been afraid of loud noises since birth. Hair dryer vacuum when the stero I too loud and etc.
Her response to it is extremely abnormal. A reaction like I have never seen.
I tried to show it to her today in an attempt to break the feel but she scream cried until he threw up.
I have taken care of an autistic child for 3 years now, and it's not that he's afraid of loud noises, it seems the noises are like sorta short circuiting his brain or ears!!!
Lights also bother him. He can't be over stimulated.
Another sign of autism is constantly walking on their toes and not liking to be hugged a lot. Not in all cases but in some. The one good thing is at least she IS talking!!! This little boy didn't even say mama til 2 and a half. Did she scream a lot as a toddler? Did she just seem unhappy or angry all the time?

Unable to socialize? well, it just depends, does she just sit in the corner and never look at your face? or does she just not want to play with all the kids?
I know she has been through a lot and her rambling could be her trying to cope.
I have a little boy in the middle of a nasty split up and he just chants" I am not a #$@! ( a slang word for female dog) over and over but in every other way he is normal. He just hasn't seen his mom in 4 weeks.
So, I know most of us can explain away a lot but you are the auntie and you know there is probably something wrong because it's not just one thing. It's a combination of a lot of things. You know what's normal and what's not. So, make sure she gets tested. In Ca. we have first five and they can help you. Just go to their website. They will literally come to your house.
