Child Care Center In CA Question

Can someone tell me who owns a daycare center, not home daycare in California. Do u have to secure a facility by signing a lease before appling for the state license?

It's been a while...
but I know you have to prove your ECE and business management units, live scan and child abuse index check, MMR and DTaP immunizations, TB test
