Biting With One Year Olds

We need help. We have a little one who turned 1 a couple months ago. He is in a biting stage. Doesn't do it out of anger that we have noticed. He will go up to another child (normally one that is not walking) and will bite for no apparent reason.
Any suggestions? We have tried removing the child and firmly say, "No biting, not nice) but it doesn't seem to do anything.
